# Build-to-Suit for 1,000+ Workstations in Metro Manila and When It Makes Sense

A build-to-suit office makes sense when you need a floor that a ready-built plan cannot give you, your headcount is stable for the length of the term, and you want someone else to pay for the build up front. It stops making sense when headcount is uncertain, when a standard floor would do, or when you can fund the fit-out and stay long enough to recover it. At 1,000 or more workstations the sums are large, so the term, the exit terms and the floor plate matter more than the seat price. This guide sets out the choice with a cost model you can rerun, the floor data we could verify, and the questions to ask.

A workstation is one seat with a desk, chair and computer setup. A fit-out is the construction, partitions, electrical and air-conditioning work, cabling and furniture that turn a floor into your office. PEZA is the Philippine Economic Zone Authority.

### What "build-to-suit" means

The term is used in two ways, so ask which one a landlord or operator means:

- Operator-built. An operator takes floor area from a landlord, builds it to your specification, and charges you a monthly fee that recovers the build over the term.
- Landlord-built. A developer or landlord builds or fits out space to your specification, and you sign a lease on it.

The cost, the balance-sheet treatment and the exit terms differ between the two, and the contract decides who carries which risk.

### Count seats before you size the floor

Seats needed = peak simultaneous occupancy, not total staff. Here is an example with hypothetical inputs:

| Early arrivals at handover, 20% of the incoming shift (hypothetical) | 333 x 0.20 | 67 |
| Seats needed with shared desks | 333 + 67 | 400 |
| Area at 3.0 to 3.6 sqm per seat | 400 x 3.0 and 400 x 3.6 | 1,200 to 1,440 sqm |

Shared desks only work if your clients allow them. Check client contracts for dedicated or secured workstation requirements. If every person needs a desk, 1,000 seats need 3,000 to 3,600 sqm at 3.0 to 3.6 sqm per seat (the density of operator sites on the FlySpaces Cebu list), or 5,000 to 7,000 sqm at 5 to 7 sqm per seat, a planning assumption and not a sourced standard.

### How many floors that takes

Floors needed = area / floor plate, rounded up. Published floor plates:

- Pasay, MOA Complex. Colliers lists Two E-Com Center A at 2,800 sqm and Two E-Com Center B at 2,900 sqm, with 86% whole-floor efficiency for Tower B. KMC describes Five E-Com's floor plates as roughly 2,500 to 3,000 sqm. Both buildings are listed as PEZA-accredited.
- Makati. Colliers lists the Zuellig Building at 1,942 sqm, and KMC lists 917 sqm per floor at Armstrong Corporate Center.
- BGC. Leechiu Property Consultants reported in H1 2026 that BGC has only five buildings offering 5,000 sqm or more of contiguous space, totaling 43,000 sqm (Outsource Accelerator, 2026).

A floor plate is gross, and leasable or usable area is lower, so ask each landlord for the contiguous usable area and the floors available. A split across floors adds security, IT and supervision work, so decide how much that matters to you.

### When it makes sense

| It tends to fit when | It tends not to fit when |
| --- | --- |
| You need a layout, security isolation or infrastructure that a ready-built floor cannot give | A ready-built floor would meet your needs, and ready-built is faster |
| Headcount is stable for the whole term | Headcount may fall, or you may exit within a few years |
| You prefer not to fund the build and accept paying for it through the fee | You can fund the fit-out and plan a long stay |
| The operator or landlord can deliver the contiguous floors you need | The only space available is split across many floors or buildings |
| You accept the exit liability described below | You need the right to leave without paying the unrecovered build cost |

### What the model looks like

Operator-funded build cost recovery per month = fit-out cost / term in months. All inputs here are hypothetical, are not quotes, and exclude VAT. Take 1,000 seats at 6 sqm per seat, or 6,000 sqm, with a fit-out of PHP 40,000 per sqm and a 60-month term:

| Recovery per month | 240,000,000 / 60 | 4,000,000 |
| Recovery per seat per month | 4,000,000 / 1,000 | 4,000 |
| Unrecovered balance if you leave at month 36 | 4,000,000 x 24 | 96,000,000 |

That last line is why the exit terms matter. Ask whether the unrecovered balance is owed in full, discounted or capped, and whether you can sublet or hand the space to a replacement occupier. ### Accounting

Our draft sources claimed that a build-to-suit managed office is off-balance-sheet. That is not safe to assume. Under PFRS 16, a contract that gives you the right to control a specific floor for a period can be treated as a lease, even if the contract is called a service agreement. Ask your accountant and auditor how your agreement would be treated before you plan around "OpEx instead of CapEx."

### Security, power and cooling

If you handle sensitive client data, ask in writing what is physically separate: your own server room and cabinets, access control and cameras, carrier entry routes, and cabling. A heading such as "isolated" in a brochure is not a contract term. For night shifts, ask what the backup generator covers, how cooling is zoned and billed after hours, and what the sub-metering arrangements are. Our Makati and Alabang guides cover the questions.

### PEZA

If you need PEZA incentives, the building and floors must be PEZA-accredited. Guides from law firms and consultancies state that PEZA's application asks for a lease on an accredited site and that the workspace must be dedicated to the registered activity. We could not confirm this from PEZA, so ask PEZA in writing whether an operator-built dedicated floor under a service agreement is accepted for your registration.

### Timeline

We do not publish build timelines, because we have no sourced figures. Ask for a dated schedule with milestones for design, permits, construction, IT and cabling, inspections, testing and handover, and add your own migration waves. Go-live date = signing date + the sum of the sequential stages.

### Questions to ask before you shortlist

1. Which meaning of build-to-suit applies, and who pays for what?
2. What is the minimum term, and what does it cost to leave at month 12, 24, 36 and 48?
3. Can you reduce seats, sublet or assign the space?
4. How many contiguous floors are available, and on what date?
5. What is separated for security, and who certifies it?
6. What does backup power cover, and how is night-shift cooling billed?
7. What must you restore at exit?
8. How is the agreement treated under PFRS 16?
