# PEZA-Accredited Buildings in BGC, Makati, Ortigas, and Cebu: Where to Look First

A company that wants PEZA tax benefits has to rent in a building that PEZA has accredited. PEZA is the Philippine Economic Zone Authority, the government agency that registers export-oriented and IT-BPM companies and gives them tax incentives. In Metro Manila, accredited space has been tight for years. That is the reason this guide starts with a policy change from July 2026.

All rents below are in PHP per square meter (sqm) per month. Each figure carries its source and date.

What accreditation does for your company

The tax benefits go to your company, not to the building. PEZA's own pages say export enterprises can get an [income tax holiday of 4 to 7 years](https://www.peza.gov.ph/elligible-activities-and-incentives-category/fiscal-incentives), depending on location and industry. After that, they choose either a 5% special corporate income tax or enhanced deductions for 10 years. PEZA also lists [VAT zero-rating on local purchases](https://www.peza.gov.ph/content/4-what-are-incentives-offered-peza) used directly in the registered activity.

For that to apply, your company must be PEZA-registered and your office must be in an accredited IT Center or IT Park. Confirm the details with your tax adviser before you pick a building.

What AO 45 changed

In June 2019, Administrative Order No. 18 (AO 18) stopped PEZA from processing new ecozone applications in Metro Manila. [Manila Bulletin](https://mb.com.ph/2026/07/29/developers-line-up-for-it-ecozones-after-ban-lift) reported that the aim was to push investment to the provinces.

On 23 Jul 2026, Administrative Order No. 45 (AO 45) carved out an exception for IT parks and IT centers. The [Official Gazette](https://www.officialgazette.gov.ph/2026/07/23/administrative-order-no-45-s-2025) carries the order. The [Philippine Information Agency](https://pia.gov.ph/news/marcos-jr-expands-metro-manilas-it-investment-opportunities/) notes that the freeze stays in place for all other types of economic zones in Metro Manila.

Three points matter if you are choosing a building now:

- The PEZA Board was still [finalizing the implementing guidelines](https://tribune.net.ph/2026/08/28/metro-manila-office-market-set-for-rebound) when the Daily Tribune reported on 28 Aug 2026. Ask PEZA whether they have been issued.
- A building that has applied is not yet accredited. Ask the landlord for the PEZA certificate or proclamation.
- Developers of new IT parks do not receive fiscal incentives themselves. [Tribune](https://tribune.net.ph/2026/07/31/lifting-of-it-centers-parks-moratorium-to-lure-investors-go) (1 Aug 2026) reports that registered tenant companies can still claim theirs.

How much accredited space exists

[Colliers' Q2 2026 report](https://mb.com.ph/2026/08/06/metro-manila-office-recovery-stalls-amid-middle-east-crisis) (5 Aug 2026) puts Metro Manila's PEZA-accredited office stock at about 7.9 million sqm. About 1.46 million sqm of that is available for lease. Another 681,000 sqm is in PEZA processing and could be added quickly if approved. Colliers also expects about 1.2 million sqm of new accredited space through 2030.

Supply is uneven. Colliers says [Fort Bonifacio, Makati CBD, and the C5 corridor](https://bworldonline.com/editors-picks/2026/08/25/772067/slower-q2-but-office-market-stays-resilient-colliers/) still offer narrow windows for site selection. The Bay Area, Makati Fringe, Quezon City, and Ortigas CBD have deeper pools of current and potential supply.

Age is another issue. Colliers estimates that [44% of PEZA office space in Metro Manila is aging](https://www.manilatimes.net/2026/08/01/business/top-business/peza-lauds-lifting-of-it-center-moratorium-in-ncr/2396090), with few options for tenants who need 5,000 sqm or more. Metro Manila's overall office vacancy was 19% in the first half of 2026. That figure covers all offices, not only PEZA buildings.

Rents and activity by district

The figures below are [Savills' Q2 2026 averages](https://bworldonline.com/corporate/2026/09/03/774274/savills-ortigas-office-take-up-jumped-fivefold-in-q2/), reported on 3 Sep 2026. They cover all buildings in each district, not only accredited ones, so a specific PEZA tower may price higher or lower.

| Ortigas Center | 690.90 | about 14,800 |

BGC

BGC had the highest rent and the lowest vacancy among the districts Savills tracks. Vacancy was 7.4% in Q2 2026. Savills says large contiguous spaces in top BGC buildings are becoming harder to find, which pushes rents up.

[Arthaland Century Pacific Tower](https://www.coworkinghub.com/ph_taguig/en/building/arthaland-century-pacific-tower/15997) is PEZA-accredited and holds LEED Platinum, BERDE 5-Star, and EDGE Zero Carbon certifications. [Colliers' listing](https://www.colliers.com/en-ph/properties/office-space-for-lease-in-bonifacio-global-city-taguig/phl-arthaland-century-pacific-tower/phl22000720) gives a typical floor plate of 1,550 sqm. A team that needs 5,000 sqm would need about four floors (5,000 ÷ 1,550 = 3.2, rounded up). That is why large requirements in BGC need an early start. Menarco Tower and BGC Corporate Center 1 and 2 also appear on a [broker-compiled list of accredited buildings](https://easypropertymatch.com/updated-list-of-peza-accredited-buildings-in-metro-manila-as-of-june-30-2024/articles/5869/) updated 10 Apr 2026.

Makati

Makati CBD led Metro Manila in first-half 2026 transactions, with about 65,000 sqm according to Colliers. The same [broker-compiled list](https://easypropertymatch.com/peza-accredited-office-buildings-in-makati-as-of-june-30-2024/articles/4081/) shows many accredited buildings here, including Zuellig Building, RCBC Plaza, PBCom Tower, Solaris One, The Enterprise Center, Tower 6789, Century Diamond Tower, and GT Tower International. Confirm each building's status with PEZA, because a broker list is not an official register.

Ortigas

Ortigas Center's average rent is about 37% below BGC's and about 30% below Makati CBD's. The calculation is (1,094.30 − 690.90) ÷ 1,094.30 for BGC and (991.60 − 690.90) ÷ 991.60 for Makati.

Savills says the district [faces a sizeable supply addition in Q3 2026](https://bworldonline.com/corporate/2026/09/03/774274/savills-ortigas-office-take-up-jumped-fivefold-in-q2/) and expects landlords to put occupancy ahead of rent increases. That gives tenants room to negotiate. Greater Ortigas had a 11.7% vacancy rate and an average rent of PHP 666.70. Accredited buildings on the broker list include Orient Square IT Center, Wynsum Corporate Plaza IT Building, and Ortigas Technopoint Tower 1 and 2.

Cebu

Cebu has the largest IT-BPM base outside Metro Manila. [CBRE's Q2 2026 figures](https://insiderph.com/cebu-keeps-top-office-market-spot-despite-slower-leasing) show vacancy of 9.1% in Cebu Business Park and 11.8% in Cebu IT Park. CBRE expects about 30,000 sqm to open up in IT Park by the end of 2026 as companies downsize or consolidate. Of the 181,300 sqm available across Cebu, most sits outside both parks. Cebu's second-quarter office demand was 9,200 sqm, down from 11,000 sqm in the first quarter.

Over a longer period, [Colliers reports](https://www.colliers.com/en-ph/news/cebu-it-park-epicenter-growth-outside-metro-manila) that IT Park vacancy fell from 28% in Q3 2022 to 14% in Q3 2025. Colliers also reports about 14,000 flexible workspace seats in Cebu.

On rent, [Leechiu said in 2025](https://www.sunstar.com.ph/cebu/cebus-office-space-crunch-opens-doors-for-new-hubs) that Cebu leases ranged from PHP 550 to PHP 700, with fitted offices as high as PHP 900. That figure is older than the rest, so ask for a current quote.

[Cebu Exchange](https://arthaland.com/news/arthalands-multi-certified-green-office-building-to-banner-it-sector-growth-in-cebu) sits at the gateway of Cebu IT Park on Salinas Drive, Lahug. Its developer's June 2022 release says it was declared an IT Center, has floor plates up to 5,150 sqm, and has 100% backup power with N+1 redundancy. N+1 means one spare generator beyond what the load needs. Those are the developer's statements from 2022, so check the building's current status.

Work-from-home limits affect how many seats you need

The CREATE MORE Act (Republic Act 12066) caps remote work at 50% of the workforce for registered enterprises, according to [Manila Bulletin](https://mb.com.ph/2026/04/02/peza-wants-to-allow-100-work-from-home-for-ecozone-firms). A temporary rule is higher. FIRB Resolution No. 005-2026 allows [up to 90%](https://portcalls.com/ecozone-firms-get-green-light-for-wfh-set-up-amid-energy-crunch/) because of the national energy emergency. It took effect on 24 Mar 2026. [BusinessWorld](https://www.magzter.com/stories/newspaper/Business-World-Philippines/PEZA-SAYS-ONEYEAR-WFH-TO-HELP-PROTECT-JOBS-GROWTH) (13 Apr 2026) reports it runs for one year unless the emergency is extended or lifted. Any lease longer than a year outlasts it, so size your seat count with that in mind.

Questions to ask on a viewing

- Is the building accredited today? Can the landlord show the PEZA certificate?
- What share of the floor's power load does backup cover, and how long does the on-site fuel last?
- How many carriers have separate entry points and risers into the building?
- How is the air handled and filtered, and can you see the maintenance records?
- How many seats fit at your density? How many contiguous floors can you get now, and what are your rights to expand?
- What is the total monthly cost once common-area charges (often called CUSA) are added to base rent?
- Is there a fit-out allowance, and what is the lease term?

Where to look first

If you need large contiguous space in BGC or Makati, start early. Colliers advises opening lease talks [18 to 24 months before expiry](https://mb.com.ph/2026/08/06/metro-manila-office-recovery-stalls-amid-middle-east-crisis). If cost matters more than the address, Ortigas is the cheaper starting point, and rents there may soften as new supply arrives. If you want a second site or access to Visayas talent, Cebu's two parks are the places to check.
